Proposal Check-Lists
These checklists will help with the gathering of information necessary
to submit a proposal to the APPAM Fall Research Conference. It is especially
important to supply valid email addresses for all participants included in a
proposal. APPAM uses email nearly exclusively to communicate information about
the conference to the participants. Before using an on-line form to submit a
proposal, please be sure to have valid email addresses for your participants.
Paper Proposal Check-List
APPAM Requirements for a Paper Proposal:
Please note that APPAM has the following requirements for a paper. Please comply
with these requirements.
- If your paper is part of a panel proposal submitted separately and perhaps by another
person, you will need the Unique Id given
to the panel organizer when that person initially submitted the panel proposal. This
Unique Id can be found in the email that was sent to the primary contacts for inviting
the inclusion of papers on that panel. You will be asked to enter the Unique ID so that your paper
may be linked to that panel.
- If your paper is not connected to a panel, then you will receive a Unique ID to use for your
reference after submitting your paper proposal.
- A person must be designated as the primary contact ("organizer") for
this paper. This is the person the APPAM office will communicate with regarding
the status of this proposal and will be responsible for informing APPAM
of any changes to this proposal. The organizer need not be one of the paper
authors.
- APPAM limits a person to just one paper presentation at the conference.
However the same person may appear as the co-author on multiple papers.
Please communicate with any other co-authors for this paper to be sure
your designated presenter is not presenting another paper. APPAM also does
not allow more than one presenter for a single paper. Please designate
just one presenter for this paper.
- The Program Committee may place this paper onto a session formed entirely
from separate paper proposals, or onto a session that predominately was
submitted as a complete panel proposal, or designate the paper to be a
poster session. Competition for including paper proposals on sessions is
high and APPAM asks that you be flexible regarding how your paper may be
designated for inclusion in the conference.
Paper Checklist:
Information you will require to complete the proposal online is as follows. Please
print this page to assist you in gathering all materials necessary for submitting
your proposal.
You should prepare your material in advance and before beginning
the submission process using the online form.
- If your paper is part of a complete panel, the Unique Id associated with that
the panel to link your paper to it
- title of the paper
- abstract (you may copy and paste from your word processor) - a maximum
of 400 words in length
- one sentence summary of the contribution of this paper to public policy
analysis and management
- selection of conference area categories from lists for policy topics,
public and nonprofit management topics, methods topics, and cross-cutting
topics (review the Guidelines or Proposal FAQ)
- detailed contact information for the organizer/primary contact for this
paper
- detailed contact information for each co-author, including:
- name and affiliation
- e-mail address (required for every co-author)
- contact information (address, phone, fax, etc.)
- APPAM member status
- identification of most likely presenter (if more than one author)
- diversity information about the presenter (for statistical purposes)
- answers to the following questions:
- has the research reported in this paper been accepted for presentation
at other conferences?
- best description of this paper: (i) independently authored research
paper; (ii) official report/publication of an organization; (iii) other
- will this paper be published prior to the APPAM conference?
- do you require permission from a sponsoring organization to present
the findings from this research?
The online form allows for (up to) five authors. Additional authors should
be included in the Comments section.
Panel Proposal Check-List
APPAM Requirements for a Paper Panel:
Please note that APPAM has the following requirements for a paper panel. Please
comply with these requirements or expect the Program Committee to modify a panel
to satisfy them.
- The person who serves as the panel chair or a discussant should not also
be a paper co-author on the same panel, nor have any other role on the panel.
It is acceptable to list a chair or discussant as "TBA" if you are not prepared
at this time to name an appropriate person for that responsibility.
- All of the papers on the panel absolutely cannot come from the same organization
and generally should not be from the same project if conducted at multiple
organizations.
- APPAM limits a panel to no more than four papers. Please do not invite more than four
papers to be part of your panel.
- APPAM limits a person to just one paper presentation at the conference.
However the same person may appear as the co-author on multiple papers. Please
communicate with the co-authors for the papers on this session to be sure
your designated presenters comply with the limit. APPAM also does not allow
more than one presenter for a single paper. Please designate just one presenter
for each paper on the proposal.
Please also note that APPAM strongly encourages panel proposals that include
practitioners as presenters and discussants. For this purpose, APPAM defines
a practitioner as a professional in the public policy and management field who
primarily engages research as a consumer and/or supporter. A panel with three
papers could have both a researcher and a practitioner discuss the papers under
a regular format. If your panel has four papers and two discussants, the session
may have to adopt a special format to allow sufficient time (at least 20 minutes)
for audience participation. APPAM strongly encourages gender, racial and ethnic
diversity in every conference session.

your proposal. After submitting the required information, you can either invite paper authors to submit their papers
using the paper proposal form, or else use the paper proposal form yourself to enter all papers. The
proposal system automatically will email an invitation to any paper authors you choose to alert them to
enter their papers. If you are to enter all of the papers, then please also view the above checklist for paper
proposals to ensure you have gathered all necessary materials.

Roundtable/Workshop Proposal Check-List
APPAM Suggestions for a Roundtable:
Because of space constraints and the high demand for participation in the conference,
roundtable proposals must offer a clear and compelling case to be accepted on
the program. APPAM strongly encourages roundtable proposals to include both researchers
and practitioners as speakers, and to feature a diversity of perspectives as
presented by persons who are recognized authorities on the issues of concern.
For this purpose, APPAM defines a practitioner as a professional in the public
policy and management field who primarily engages research as a consumer and/or
supporter.
APPAM Suggestions for a Workshop:
Workshops should offer professional development/educational opportunities for
conference participants. Workshops may be research-focused (e.g., insights on
new methodologies in research) or education-focused (e.g., improving the graduate
curriculum in public policy and management). Workshops usually provide participants
with substantive, expository information in printed or other form to use later.
APPAM will consider requests to extend the time of a workshop to as long as 180
minutes.
You should prepare your material in advance and before beginning
