Watch the Member Forum On Demand: At the Intersection of Data Science and Social Science

The proliferation of new digital data sources and the development of new programming languages that can quickly make sense of these data are changing the nature of how public policy makers and the general public understand how government works – and when it doesn’t. This discussion focused on the road ahead for data and social science, how to communicate better when the lanes merge, and what this all means for getting to better-informed policies and programs that improve public well-being.

Welcome to the Exchange of Ideas | APPAM Leadership Blog Series

Forty years ago this summer, a group met at Hilton Head to discuss the possibility of an organization that focused on public policy analysis and management. In fact, our first president, Joel Fleishman, said it was at this meeting that the concept of APPAM was born, with a focus “… on the exchange of ideas and research.” And to this day, we still focus on that exchange of ideas.

Increasingly, activities that focus on inclusion are becoming more and more important. As I’m sure you’ve experienced at your university or research organization: getting to the how is hard. We all know about the why. Having a membership/staff/faculty/student body/leadership that reflects everybody in the larger group and represents all perspectives in decision making is vital. There’s no question that we need and want to engage in as many diversity activities as possible.

A key question is how to increase educational investments and degree completion in STEM, especially for low-income and minority students. Castleman, Long, and Mabel examine a potentially overlooked barrier to STEM attainment in college: the financial cost to pursuing study in STEM courses and majors.

Does Paid Family Leave Reduce Nursing Home Use? The California Experience | JPAM Featured Article

Paid family leave (PFL) is intended to make it financially easier for eligible workers to take time off to care for young children or seriously ill family members. Concurrently, the receipt of informal care from family members has been shown to lower the probability of institutionalization among elderly Americans. This raises an important question: Do PFL policies influence nursing home use among older adults?

The Impact of Incentives to Recruit and Retain Teachers in “Hard-to-Staff” Subjects | JPAM Featured Article

Public school teachers are typically paid according to their education level and years of experience, with no differentiation by subject. Given resistance among teachers and unions to explicit pay differentials, states and school districts have frequently sought to mitigate subject-specific shortages by enhancing non-salary compensation, such as educational subsidies. This study estimates the causal impact of loan forgiveness and bonuses on retention of teachers in Florida public schools.

2017 APPAM Presidential Address

Thoughtful, engaging, passionate, and purpose-driven are just a few words out of a long list to describe the packed conference room for Carolyn Heinrich’s presidential address this evening. Her presentation titled, “A Thousand Petty Fortresses: Administrative Burden in U.S. Immigration Policies and its Consequences” brought light to an issue that is not transparent to many: the explicit targeting of Mexican immigrants by Texas State Dept. of Health Service in its ID policy.

Spencer Foundation Lecture: Education and Economic Mobility: What Have We Learned?

Susan Dynarski, a professor of public policy, education, and economics at the University of Michigan and co-director of the University’s Education Policy initiative, was honored with the Spencer Foundation Award this afternoon at the 2017 APPAM Fall Research Conference.
