There is No Place Like Home... and Dorothy's Ruby Slippers | APPAM Leadership Blog Series

Having spent my childhood in Kansas, I’m all about Dorothy’s ruby slippers. There is in fact no place like home, and I’m proud to call APPAM my professional home for the past three plus decades. This will be APPAM’s 40th research conference—our ruby anniversary. Never has rigorous policy evidence been more important. We must continue to attract and support young professionals to grow and improve our field.


On the Unintended Consequences of Anti-drug Eradication Programs in Producing Countries

While the war against drugs has consumed approximately 40 billion dollars per year in the last four decades, there is very limited evidence on its e ectiveness. Sandra Rozo, University of California, Los Angeles, studies the effects of the biggest anti-drug program ever applied in a drug-producing country.

In her paper On the Unintended Consequences of Anti-drug Eradication Programs in Producing Countries, originally presented at the 2013 Fall Research Conference during the session Issues Surrounding Sanctions, Illicit Economy, she uses a unique and rich data set with 1-square-kilometer satellite information on the location of coca crops between 2000 and 2010 in Colombia to identify the effects of spraying with herbicides on coca production and on the welfare conditions of coca-producing areas. Her results suggest that there is only a quarter reduction in coca grown per hectare sprayed, whereas there are sizable unintended negative effects on the welfare conditions of the treated areas.
