Second place: Rouding Tan, City University of New York for "The Impact of Abortion on Young Women's Marriage Decisions."

Third place: Eric Boyer, George Washington University for "Public Sector Strategies to Overcome Fiscal Constraints and Serve the Public Interest Through Public Private Partnerships."
