The Power of Inclusion: Incorporating Diverse Voices in Public Policy Analysis and Management

As our 43nd annual meeting, the rescheduled 2021 APPAM Fall Research Conference in Austin this March 27-29 will be a multi-disciplinary research conference attracting the highest quality research on a wide variety of important current and emerging policy and management issues. The conference is comprised of super sessions, panels, roundtables, poster presentations, and special events and is designed to encourage substantive interaction among participants. APPAM attendee's health and safety is our top priority and COVID-19 precautions have been put into place to ensure a safe and productive in-person gathering. View important dates below.
A Note from APPAM President, John Martinez
Recent actions in Texas to limit reproductive rights, voting access, and health care for transgender youth has been top of mind for the Executive Committee and Policy Council (APPAM’s board) as we approach the conference. Since it is generally APPAM’s policy to not speak directly to particular laws, we believe that we should lead with our strength as an organization—public policy analysis and research. For example, given the Texas legislation to limit access to abortions, we put together a Sunday supersession that will be live streamed called “U.S. Reproductive Rights at a Crossroads: The Impacts of a Decade of Policy-Making in Texas and Urgent Policy Priorities for the Future”. We are working to organize a roundtable that will speak to the Texas legislation around the provision of health care to transgender youth; one of the members of the executive committee is working on this. We will also look for opportunities to speak to APPAM’s support of transgender rights. There is a plan to tweet during the conference to highlight panels that speak to these critical policy issues. We have provided some volunteer opportunities for our members to engage in while in Austin and the group that organized the Q(ueer) APPAM Community Event is planning to address this issue during that event. And finally, we are working to make APPAM’s commitment to diversity, including gender diversity, more prominent on our website.
As I noted in my earlier message to members, canceling the conference outright was not feasible or responsible given the huge financial penalty APPAM would incur (conference contracts with hotels are generally signed five years in advance and the penalties for cancellation would be devastating for a nonprofit like APPAM). We are hoping that the opportunity to talk about these issues and lift up research that highlights the problems with such policies provides a forum for people to connect and share. However, recognizing that many may be facing struggles around whether to attend (COVID, the efforts to limit reproductive rights and voting access, and now this issue have all been cited as points of concern for some attendees) we have waived nearly all of our cancellation policies for this conference.
There is more to come but the APPAM Executive Committee and Policy Council want to emphasize that we recognize this is a huge concern for many of our members and we hope that these efforts will demonstrate our support of the many communities impacted by these policies.

This year, we have four session types. Learn more in the online program.
In-Person Sessions – This is the traditional APPAM session format that will take place in an Austin meeting room and will only be available to participants and audience members in Austin. These sessions are indicated with a map & pin drop icon to the left of the session title.
Virtual Sessions – All session participants will be virtual and presenting from a location of their choosing. This format will be available to the in-person audience in a dedicated meeting room in Austin, as well as the at-home audience. These sessions are indicated with a globe icon to the let of the session title.
Included in the virtual session listings are new Lightning Sessions. These are virtual panels that are based on policy area and may feature a broad range of topics with up to six papers, a session chair, and no discussants.
Hybrid Sessions – These sessions will consist of 50% or more in-person speakers with a select number of virtual speakers. These sessions will have a dedicated meeting room in Austin for our in-person participants and audience, and they’ll also live streamed for our virtual speakers and audience. These sessions are indicated with both a map & pin drop icon and a globe icon to the left of the session title.
Live Streamed Sessions – The APPAM Membership Breakfast and Awards, the Presidential Address and Awards, and all 11 Super Sessions will take place in Austin and live streamed out to the remote audience so both in-person and virtual attendees can enjoy these events. These sessions will be held over Zoom Webinar so audience members will ask questions via the Zoom Q&A feature. These sessions are indicated with the live stream icon to the left of the session title.

The Power of Inclusion: Incorporating Diverse Voices in Public Policy Analysis and Management
Traditionally, public policy analysis and management research was mainly led by trained and credentialed experts with participants and key stakeholders primarily serving as research subjects or informants. Moreover, the backgrounds and experiences of the researchers themselves did not often reflect those impacted by the research. As the field evolves, more inclusive practices have emerged and many organizations, including APPAM, now recognize the value of increasing the number of professionals from underrepresented groups contributing to the field. We encourage submissions that demonstrate how the inclusion of diverse voices and perspectives in all phases of policy analysis and management will strengthen the field while making our work product better and more relevant.
