The Association for Public Policy Analysis and Management (APPAM) invites proposals from institutions interested in joining a 3–5-institution editorial consortium that will serve as the editorial home of the new Journal of Policy Implementation and Evaluation (JPIE).
The consortium will serve a five-year term beginning in January 2027. Each applicant must identify a proposed Editor-in-Chief (EIC) who will participate in the editorial leadership team throughout the five-year term. The EIC role will rotate at least annually (depending on the final number of members) among consortium institutions, giving each member an opportunity to lead the journal.
During years in which an institution’s designated editor is not serving as EIC, that individual will serve as a Co-Editor. All consortium members will work collaboratively throughout the full term.
APPAM will provide centralized back-office and Managing Editor support, including submission and workflow management; tracking deadlines and timelines; communications with authors, editors, and reviewers; coordination with the publisher on accepted manuscripts, production schedules, and publication issues; management of journal records and performance reports, social media and promotional support; and any other administrative functions necessary for efficient journal operations. APPAM will also provide copyediting support.
APPAM believes broad institutional participation—both within and across institutions—will be critical to JPIE’s long-term success. A consortium model creates shared ownership, expands the journal’s network, and distributes the work of launching and managing a new journal. Combined with centralized operational support from APPAM, this structure is intended to make editorial leadership manageable while maintaining high standards of quality and rigor.
