Wednesday, November 5
Professional Development Workshop Beyond the Degree: Bringing Career Options Into Focus
Noon – 4:00 pm
This student workshop will draw on the successes of last year’s post-doctoral workshop and feature sessions of interest to students at various levels of study. See the preliminary agenda.
Registration for the PDW is separate from the Fall Research Conference.
APPAM/NASPAA Joint Plenary
4:15 – 5:30 pm
Speaker: Jeff Bingaman, former Senator for New Mexico and current professor of law at Stanford University
Senator Jeff Bingaman will speak on Energy and Natural Resource policy research and share his thoughts on government reform and policy recommendations. Bingaman served in the U.S. Senate from 1982-2013 and was Chairman of the Senate Energy and Natural Resources Committee from 2001-2002, and again from 2007 until the end of his term in the 112th Congress. In the 109th Congress, Bingaman played a major role in the passage of the Energy Policy Act of 2005, the first comprehensive energy bill to become law in 13 years. He was also a member of the Senate Health, Education, Labor and Pensions Committee and a senior member of the Joint Economic Committee. Before being elected to the Senate, Bingaman was elected New Mexico attorney general. The former New Mexico Senator has an undergraduate degree from Harvard University and law degree from Stanford.
APPAM/NASPAA Joint Reception at the Albuquerque Balloon Museum

Join us for cocktails and hors d’oeuvres while you network with colleagues. The museums features exhibits on the history of air ballooning, has an expansive view of the Sandia Mountains, and tethered hot air balloon rides will be available.

This is a great opportunity to network and learn more about APPAM activities and how to make the most of your first time at the Fall Conference. Poster sessions will be held on each day of the conference, featuring posters from a variety of policy areas. The poster authors will be available to discuss their research and answer questions.
Lunch Caucuses
11:45 am – 12:45 pm
Ten caucus sessions will be open for discussion during the lunch break. Caucuses are informal discussions on an emerging policy or management topic, led by a moderator. These tableside discussions are designed to center around evolving research topics, inviting feedback, questions and promoting discourse. (Lunch not provided.)
Peter H. Rossi Award Lecture: Beyond Internal Validity
4:30 – 6:00 pm
Larry Orr, this year's Rossi Award winner, will discuss the challenges facing the "standard model" of evaluation, now that the great methodological battle of the last 40 years--how to ensure internal validity--is essentially resolved: ensuring external validity and dealing with the very low success rate of social interventions when tested rigorously. Discussants will be Jacob Klerman, Abt Associates, Inc; Judith M. Gueron, MDRC; and Rebecca Maynard, University of Pennsylvania.
Symposium: Politics and Policy Making

Moderator: Ron Haskins, Brookings Institution
Speakers: Douglas McAdam, Stanford University; Gabriel Sanchez, University of New Mexico; Michele Swers, Georgetown University
If there is one thing analysts from across the political spectrum can agree on, it is that the political situation in Washington is highly polarized. Douglas McAdam will talk about how we got here and how the parties became so divided. Gabriel Sanchez and Michelle Swers will offer their thoughts about the prospects for policy making in the midst of such polarization. Are there issues where progress is possible?
Symposium: The Decline of the Middle Class

Speakers: David Autor, Massachusetts Institute of Technology; Andrew Cherlin, Johns Hopkins University; Brian Nolan, University College Dublin
With the rise in inequality over the past few decades, a good deal of attention has focused on those at the bottom, and the top. But the trends for the middle class are also concerning. In this symposium, labor economist David Autor, sociologist Andrew Cherlin, and international expert Brian Nolan will talk about what’s happened to the labor market for the middle class, what this means for families, and how this is playing out both in the U.S. and overseas.

David N. Kershaw Award Lecture: Between Policy and Management: Common Ground and Shared Opportunities

The winner of this year's Kershaw Award, Professor Donald Moynihan of the University of Wisconsin-Madison, discusses his research in the context of different policy feedback mechanisms: how policy affects management, how administrative processes alter policies, and how both collectively shape citizen-state relationships.
Symposium: Affordable Care Act: One Year Later

Speakers: Aaron B. Ezekiel, Esq., Office of the Superintendent of Insurance, State of New Mexico; Sherry Glied, New York University; Kathy Swartz, Harvard School of Public Health; Bobbi Wolfe, University of Wisconsin–Madison
No federal law has attracted more attention, and controversy, in the past year than the Affordable Care Act. Now that the dust has settled, what do we know about what happened in the first year, and what are the likely impacts of the law moving forward? What has the law accomplished, and what challenges remain? This symposium will feature Aaron Ezekiel, a policy-maker implementing the law, and three leading experts on health care reform: Sherry Glied, Kathy Swartz, and Bobbi Wolfe.
Symposium: Education Policy: Learning from Other Countries

A wealth of data is available on the educational outcomes of students around the world. What can we learn from this data about the performance of U.S. students and U.S. schools? More generally, what can we learn--or not learn--from other countries? This symposium will feature presentations by Helen Ladd, who has studied education reforms in the U.S. and other countries, James Liebman, who served as chief accountability officer for the New York City Schools, and Robert Schwartz, who has worked on education issues at every level of government and in the non-profit and foundation sectors.
Presidential Address: Reflections of an Accidental Analyst

APPAM President Angela Evans will reflect on her career in public service and the critical role policy analysis plays in bridging the growing the gap between researchers and policymakers. Members are invited to join the Executive Committee and the Policy Council at the Presidential Reception, which immediately follows the address.

The poster luncheon is free to all conference attendees, but a ticket will be required to pick up a boxed lunch. Tickets, which will be limited, can be obtained from any of the presenting poster authors during the poster luncheon session.
Last Session Lottery
3:30 – 5:00 pm
Those who attend sessions held during this time will be given the opportunity to sign the attendance sheet at the end of the session to register for a drawing. One winner will be drawn from each session and awarded a complimentary registration to the 2015 Fall Research Conference in Miami, FL. Attendees must attend the entire session to be eligible for the drawing. Winners will be selected at random from each session after the conference has ended.
